Your hair will always grow from the roots, so ';growth'; isn't your problem, it's length retention. Your hair is breaking off at the ends which is keeping it short and giving you bald patches. If you're wearing tight braids and weaves constantly then that could be the problem. To be honest, it's hard to say what's causing the problem because you don't give any information about your hair, your daily/weekly routine, or the products you use. SO, any information you get will be general. It could also be because of bad health, so you could see a doctor. Maybe it's apolecia. Who knows. Though, I've seen some horrible bald patches from women who constantly wear weaves and braids.
Consider going natural so you can regrow your hair. For all you know, it could be the strong relaxer chemicals that's finally taking a toll on your hair and causing it to break.

Have someone cornrow your hair and buy a nice human hair wig and wash your hair every two weeks deep condition your hair to and keep your hair moisturized and that might help too.When you do nothing to your hair it grows. My mom cut all of he perm out of her hair and kept it in braids for two years. of course she had them redone every three months.When she relaxed her hair after two years her hair was healthy. from my research you need to moisturize it daily and condition/shampoo once every 1-2 weeks. wash it every 3-4 days. its impossible to make it grow faster but if your hair is too dry or brittle it will fall out making it appear as though its slowing. so as long as you keep it from drying out it should grow.
