No. My friend is white as a ghost but has very curly hair and obviously gets charged more for it. It's not because they're black, it's because their hair is harder to work with
Yes. If it is the same standard haircut but they say something like





Basic Cut (White women): $8


Basic Cut (Black women): $13





then that is absolutely wrong.

I stand 5-6 at one tome my hair was almost 4 feet long very curly. i went to a barber and asked for it cut. the price in the window was 15 dollars, when i was done getting it cut to my ears in a layer, they charged me almost 40 dollars. I asked why so much? they said cos my hair was long and so thick it was harder to cut.
